Leaders and Educators in Asia Programme (LEAP)

Temasek Foundation, in partnership with the National Institute of Education, Singapore, has developed the Leaders and Educators in Asia Programme (LEAP) to enhance educational leadership and teacher-training capabilities in institutions and organisations in various communities in Asia.



The programme comprises 3 main components:
  1. Leadership Development for Principals and Heads of Departments to attend educational leadership programmes to develop leadership and strategic practices to benefit educational systems in schools.

  2. Teacher Education, where teachers can apply for scholarships to attend a Postgraduate Diploma in Education, to develop their skills in curriculum development, teaching-learning material development, and assessment methods and enhance their capability to lead, mentor and continually learn

  3. Professional Development for educators and leaders who have gone through the above programmes to help propagate innovative teaching practices in their schools and to a wider community.


LEAP is a multiplier programme that brings about systemic improvements in capability and capacity. The aim is to establish a community of educators who can foster innovative teaching practices within their community and beyond.


This initiative, funded by the Temasek Foundation and supported by the National Institute of Education, Singapore, was first launched in the Philippines on 3-4 January 2008, in collaboration with the Ateneo de Manila University. Temasek Foundation provided funding of S$2.2 million towards a two-year programme for 9 public schools in Quezon City, involving more than 80 educators, and $300,000 towards the establishment of resource centres and pedagogy workshops.
